Summary: This job aid is to guide NEICE users to configure Multifactor Authentication (MFA). 


Users shall perform the following actions to configure MFA.


MFA For First time users start here (existing users start at #3):


  1. User account is created for a new user by the state administrator and registration link is sent to the new user’s registered Email address.

  2. Users shall click on the link, enter login credentials, Accept the National Electronic Interstate Compact Enterprise (NEICE) Acceptable User Policy for All NEICE System Users (see below screenshot) and click on Accept & Continue.



The following steps apply to First Time Users and Existing Users:


  1. Once logged in, to configure Multi-Factor Authentication, click on the Username on the right-hand top corner of the application and click on profile.


  1. On the profile screen, click on “Configure Multifactor Authentication” to configure MFA.




  1. Users can choose one of the three methods of authentication to configure MFA:


  1. Use Google Authenticator: 


Note: 
Google Authenticator app should be downloaded on the user mobile phone to configure this option.

Steps to Configure:


  1. Open the Google Authenticator app on the mobile phone.

  2. Click on + to add the NEICE account.

  3. Users shall scan the QR code displayed on the UI.

  4. Verification Code is displayed on the Google authenticator on the Mobile Phone. 

  5. Enter the verification code from the authenticator in the NEICE CMS application to gain access.

  6. One Time Password (OTP) will be verified. 

  7. Click on Save button. 



  1. Use SMS:

    Steps to Configure:

    1. The user shall enter the phone number in the format displayed on the screen.



  1. Click on the Verify button.

  2. An OTP will be sent to the user's mobile phone.



  3. Enter the OTP on the Two-Factor Authentication screen.

  4. Click on the Confirm button.




  1. “OTP has been Verified” message will be displayed. 

  2. Click on the Save button. 



  1. Use Email


Steps to Configure:


  1. The Email ID used at the time of registration will be displayed for this by default. This cannot be modified by the user.

  2. Click on the “Verify” button.

  3. An OTP will be sent to the user's Email ID.


  1. Enter the OTP on the Two-Factor Authentication screen.

  2. Click on the Confirm button.

  3. “OTP has been Verified” message will be displayed. 

  4. Click on the Save button. 



6. Once MFA is configured, users need to log out and log back into the application. 



7. Once the password is entered for login, an OTP is sent to the user depending on the MFA configured (Email, SMS or Authenticator)



8. Enter the OTP and click Confirm. Once authentication is completed, a trust consent is displayed.



  1. If the users choose “Yes”, MFA will be skipped for all the consecutive logins for the next 30 days. Trust consent will be displayed again after 30 Days.

  2. If the users choose “No”, they will have to authenticate the login via Email, SMS or Google Authenticator (based on the chosen MFA configuration) each time they login to NEICE.
