Purpose: This job aid will provide guidance for some special circumstances with exchanging cases and data with NCH states. NCH Direct NEICE states have built their own NEICE ICPC screens & functionality within their state system (CCWIS/SACWIS). Some of the state systems have different requirements which create temporary special circumstances for NEICE users until these states can implement fixes in their systems. 

 

Private Cases (Regulation 4 & 12)

Missouri and West Virgina are not able to accept private cases (Regulation 1 Private cases, Regulation 4 Private cases, Reg 12 Private Adoption) electronically through NEICE.  Missouri and West Virginia process private cases outside of their state systems. All communications with respect to these cases will be through email or postal mail. These cases will be entered as non-electronic cases. See below for instructions:

 

Receiving State Instructions - How to enter private cases received from Missouri and West Virgina in NEICE: CMS/MCMS NEICE users will use the Receiving Case Wizard using this job aid – https://support.neice.us/support/solutions/articles/6000254702-enter-a-non-electronic-case-as-receiving-state 

 

Communication will occur through email or postal mail. The documents received back from these states will be uploaded to the case, and updates will be made to the NEICE case by the Sending State.

 

Sending State Instructions - How to enter private cases sent to Missouri and West Virgina in NEICE: CMS/MCMS users will enter the case as normal. The case will be marked as Non-Electronic once it is saved. Transmittals will be sent to Missouri or West Virginia through NEICE from the participating state. Communication will occur through email or postal mail from MO or WV. The documents received back from these states will be uploaded to the case, and updates will be made to the NEICE case by the Sending State. 

 

Sibling Groups

Delaware and Minnesota are not able to send sibling groups together as a case for a Home Study Request. They will send the siblings in separate Home Study Requests and add in the notes section information regarding the linked sibling cases to the receiving state. Please review the notes sections for referrals from Delaware and Minnesota to avoid assigning siblings to different case workers.  

 

File Size Limits

Missouri is not able to accept transmittals with document sizes larger than 10 MB. Please ensure the documents uploaded does not exceed this limit.

Idaho is not able to accept transmittals with document sizes larger than 20 MB. Please ensure the documents uploaded does not exceed this limit.
