Purpose: The purpose of this job aid is to provide an overview of how a Final Decision Due case task is created and completed by the NEICE system for Reg 1 & 2 electronic and non-electronic cases on Sending and Receiving state sides. 

Relevant ICPC Regulation: Per ICPC Regulations, Reg 1 & 2 Final Approval or Denial shall be provided no later than one-hundred and eighty days (180) days from receipt of the initial home study request for foster and adoptive home study requests. When a Reg 1 or Reg 2 is not a foster or adoptive home study request, the Preliminary HS Decision Report is not sent and will not trigger this task. (Reg. 1 (6) and Reg. 2 (7))

Final Decision Due Tasks Creation (Electronic Case and Non-Electronic Cases)

  • On the Sending State side, the case task for Final Decision Due will be created when the Preliminary HS Decision Report Received on date is populated.

  • On the Receiving State side, the case task for Final Decision Due will be created when the Preliminary HS Decision Report Sent on date is populated.

Final Decision Due Date Calculation

  • On the Sending State side, the case task due date is calculated as 180 calendar days from when the case is accepted in RS.

  • On the Receiving State side, the case task for Final Decision Due is calculated as 180 calendar days from when the case is accepted in RS.

Final Decision Due Case Task Completion 

Electronic Cases (Regulation 1 & Regulation 2)

  • On the Sending State side, the task for Final Decision Due will be marked as completed once a Home Study Response is received.

  • On the Receiving State side, the task for Final Decision Due will be marked as completed once a Home Study Response is sent.

Non-Electronic Cases (Regulation 1 & Regulation 2)

Case sent to a Non-Participating State: 

  • The task will be marked completed by the system once a 100A-Completed or Preliminary Evaluation document is uploaded in “Attached” status.


Case sent to a Participating State: 

  • The task will be marked completed by the system once a Home Study Response or a Preliminary Report is sent to the Sending State.


Note
: Final Decision Due tasks will not be created on Reg 4, Reg 7 and Reg 12 cases.
